The Pernexus Works Portal is right in the middle of these types of networks and allows organizations to be both customers and suppliers in many different relations. Picture an entrepreneurial company supplying excavation work for a number of utilities, but outsources the road resurfacing work to a subcontractor.

Alternatively it could be a city council responsible for the expenses of a number of institutions who independently source from suppliers approved by a state run purchasing scheme and invoices on UBL standard invoice documents.
